An Illsalin quest NPC that lives in the Undershore.

You can turn in Shadowspine Runes to him to receive spells from Omens of War.

Also, upon completion of the spell-quest arcs in Depths of Darkhollow, you need to hail him to receive your new spell.

He is located behind a building on a cliff near the entrance to the Ruins of Illsalin at -890, +725.
