There is a brewing combine requirement for the Cleric 1.5 epic, however the combine itself can be made by anyone with the skill as the combined/made item itself is tradable.

[edit] Racial Tradeskills

If you wish to participate as a cleric in more tradeskills than the base, a gnome is the only race with access to tinkering. Gnomes start out with 50 skill and it functions like any other tradeskill. To find out more information please use the eqtraders.com link.
